I've actually thought about this in terms of a quick neutral theme, almost like a working wireframe for cases where devs + UX/IA want to get started before graphic design has been done and don't want the default pinax theme confusing things.
I would NOT do this as a flag on clone_project but as an alternative theme. To get started, though, it could just be an alternative starter project.

It could be more differentiated from the "default" but it's a start towards stripping it down. We should make a "pydroid" theme from it and see what the best starting point *would have been and have that as the raw theme.
